SINGAPORE: The upcoming Woodlands Regional Centre, which aims to bring jobs closer to homes in the North, will have two distinct precincts.

(A boon to Bellewoods EC investors with the potential for good capital appreciation!)

 

National Development Minister Khaw Boon Wan revealed this as he unveiled preliminary plans for the area on Sunday.

 

The plans are part of Singapore’s draft masterplan for land use which will be exhibited later this year.

 

The two precincts will be developed from some 100 hectares of land.

 

70 percent will be used for the Woodlands North Coast, which will include the area between the Republic Polytechnic and the Woodlands Waterfront.

 

The Woodlands North Coast is envisioned to be a unique waterfront and leisure destination for Singapore. The intention is to create a mix of business, lifestyle and residential developments, all within the lush greenery and waterfront environment.

 

Woodlands Central — which is the area around the Woodlands MRT station — will form the other precinct. It will be turned into a pedestrian—friendly regional retail hub.

 

"There will be more shopping malls, more HDB BTOs, more private condominiums, ECs, and of course, commercial activities and therefore jobs, jobs for the people, so that the people do not have to travel very far to go to their workplaces," said Mr Khaw.

 

The Woodlands Regional Centre will be served by two new MRT stations (Woodlands and Woodlands North stations) on the Thomson Line which will be completed by 2019.

 

The Woodlands North station will serve as an interchange to the future rail link to neighbouring Johor.

 

Mr Khaw said there also plans to site an immigration clearance facility there.

 

But he said it is unlikely for the high—speed rail system between Singapore and Kuala Lumpur to be sited in Woodlands, "because in the North, with our developments, as you can see, would be quite congested".

 

"And with a rapid transit between JB and Singapore, that is quite good for connectivity. So, for fast—speed train (system), maybe you want it to be elsewhere which means eastern side or the western side," said Mr Khaw.

 

The minister said it will take about 15 to 20 years to develop the Woodland Regional Centre.

 

Even with the developments, new housing will always be kept affordable, assured Mr Khaw.

 

"Yes, all these are beautiful plans, very good and exciting, but can I afford the housing here? Please, don’t worry, don’t worry, as I have always maintained that public housing will always be affordable," he said.

 

"Why am I so confident? I am so confident because we are the ones who set the price for the new HDB flats. It is not left to the market. I have shown how it can be done during the last one and a half years. I have unpegged the relationship between resale flats. We just stabilise. That is the objective.

 

"We stabilise the BTO prices and the prices will be linked to the median income of the targeted population. So we can always make sure that the new BTO prices will be affordable for new families starting up, and that is a promise which we can deliver."

 

Members of the public are invited to give their feedback on the Woodlands Regional Centre, including the names for the two precincts.

New EC to be launched at Woodlands Ave 5

 

Bellewoods is the first Executive Condominium to be launched after the Government introduced a new rule restricting sales in January last year.

 

SINGAPORE: A new Executive Condominium (EC) along Woodlands Avenue 5 will be launched soon. Bellewoods is the first EC to be launched after the Government introduced a rule restricting sales in January last year.

 

Under the rule, developers of EC sites can only launch them for sale 15 months from the date of award of the sites or after the physical completion of foundation works, whichever is earlier. Potential home owners can apply for a unit at Bellewoods EC online starting Sep 27.

 

Construction of the new EC has already begun. It will be located near the upcoming Woodlands South MRT station along the Thomson-East Coast Line. Developers expect Woodlands to be a vibrant place as the Government has earmarked it as a regional centre.

 

The property market has cooled down after the authorities introduced measures to ensure home owners are more prudent with their purchases. However, the Bellewoods EC developer is confident there will still be good demand for ECs. Mr Donald Ng, Senior Marketing Manager at Qingjian Realty said, "We will go through a slower process, because of all these financial regulations in place. There is a drop, but between an EC and a condo, there is still a difference.

 

“For condos - most of the prices are starting above S$1,000 per square foot (psf). And for ECs, it's hovering on average at about S$780 to S$800 psf, so for the EC buyers, there is still about a 20 per cent difference in terms of price per square foot."

Thomson-East Coast Line, connecting North and East, ready by 2024 (near Bellewoods EC)

 

Singapore's sixth rail line will start at Woodlands before heading towards the East Coast, and will have 31 stations spanning about 43km, Transport Minister Lui Tuck Yew announces. New stations include Marine Parade, Siglap and Tanjong Rhu.

 

SINGAPORE: The country's sixth rail line - the Thomson-East Coast Line (TEL) - will be fully operational by 2024, the Land Transport Authority announced on Friday (Aug 15).

 

The previously-announced Eastern Region Line and the Thomson Line will be joined to form the single, continuous line, which will span about 43 kilometres with a total of 31 stations, seven of which will be interchanges.

 

Transport Minister Lui Tuck Yew, speaking at a visit to the soon-to-open Marina South Pier Station on Friday, said that when fully operational in 2024, the TEL will serve about 500,000 commuters daily. This could rise to 1 million passengers daily in the longer term.

 

The East Coast part of the TEL is budgeted to cost $6.8 billion, bringing the total cost of the TEL to about $24 billion. The Land Transport Authority will also build Singapore's first underground bicycle parks at MRT stations. They will be located at Marine Parade, Marine Terrace, Bayshore, and Sungei Bedok stations.

 

FROM THE NORTH TO THE EAST

The line will provide direct connectivity for commuters in the north and the east of Singapore - starting at Woodlands and heading south through the Central Business District, then turning east at Gardens by the Bay station and travelling along a East Coast stretch that will be fully underground.

 

One of the nine stations on this stretch will serve as an interchange with Downtown Line 3 Extension (DTL3e) - a 2.2km line consisting of two stations, meant to improve accessibility to the Changi Business Park and Expo areas.

 

The East Coast stretch will also cover areas not currently served by the rail network such as Siglap, Marine Parade, Upper East Coast and Bedok South. Seven of the stations, from Tanjong Rhu to Bayshore, will be ready by 2023, while remainder of the line, as well as the DTL3e, will be completed the year after.

 

Also scheduled for completion in 2024 is a new 36-hectare depot, touted by the LTA as "the world's first four-in-one train and bus depot". The new structure, which is the size of about 60 football fields, will be able to house a total of 220 trains for the TEL, DTL and East West Line, as well as 550 buses.

 

"Making the elevated train depot is a very hard thing to do, because trains are very, very heavy. So, this is typically not done in many parts of the world, where there is more supply of land. So, this will be a challenge," said Dr Park Byung Joon, Head of the Urban Transport Management at the Singapore Institute of Management (SIM). 

 

Construction of the East Coast stretch is expected to start in 2016. To build the line, the Government will need to acquire six landed properties along Amber Road and one three-storey apartment along Tanjong Katong Road, as well as nine part lots elsewhere. The Singapore Land Authority on Friday gazetted the properties affected by acquisition, and said it would work closely with landowners throughout the process.

 

CONVENIENCE A CONSIDERATION

The LTA said that with the TEL, someone going from the East Coast to Orchard MRT station will have his travel time cut by half an hour, from 75 minutes to 45 minutes. A Republic Polytechnic student will be able to travel to Marine Parade in an hour, 20 minutes faster than the current bus ride would take.

 

Also, stations along the TEL will see longer underpasses of up to 400m long, as part of efforts to improve "first and last mile connectivity", particularly for the elderly and children, the LTA said.

However, the Thomson-East Coast Line comes with some challenges, said the Transport Minister. "The corridors along Tanjong Rhu and Marine Parade areas are very tight, and this is made more difficult by the extensive network of utilities structures and services that are in the area. Significant sewage and canal diversions, as well as complex road works, will be required for the construction," Mr Lui said.
